You can do it manually or mathematically by using the Scale command.
Manually, you can set the part size that you want or draw a box of the desired boundaries, then select all the vectors, grab a corner of the select bounding box, and move it in until it fits as you want.
Mathematically, figure out the conversion, and scale it by the conversion factor. This may result in some distortion since the two dimensions you give do not look like they have the same aspect ratio.

With that part selected, Choose this icon: You will get this window If you want to change the ratio too, uncheck the circled box. Then, you can change each measurement to what you want. The picture may not look proportional.
Otherwise, leave the box checked and change one dimension to what you want. The other will change at the correct proportion.
