Control panel problem, please help

Hello,

I started having a problem while opening control panel (both 1.5 and 1.6 same thing) :
when I try to start the program - the first thing that appears is a message to update the control panel (even though I did it already)
then - access violation message, which repeats when I am trying to do any kind of actions in control panel (which opens - but does not work, as the message appears as a reaction to any action) the only way to close the program is through the task manager.
It also turns the controller off every time I try to launch the control panel.

I have windows 7, tried different computer - same thing

Have installed everything as administrator, reinstalled everything several times, still the same.

Does anybody knows what it might be?
