I believe I tripped over the answer to my problem. It appears that the "Insert" mode triggered the change in focus. Once I switched Insert to Overwrite, the selection I made for the Jog speed did not change and I was able to move the gantry by pressing the PgUp, PgDn, left and right arrow keys.
I am a happy woodworker once more...
