I took your original photo, enhanced it by hitting the auto enhance on my iPad, then under the modeling tab in Aspire hit "Create a component from selected Bitmap".

I ended up modeling this for about 15 minutes. Left the background in and added a few shapes under the photo texture to enhance the bas relief effect. Not sure if this is acceptable to you, or is ultimately the best I could do, but it is a decent model.

Here are two previews, the first cut with a 1/8 ball end mill, 10% stepover! the second a 1/16 ball end mill, 14% stepover.

That is impressive, not quite as good as I think I can do with GIMP but much better then I thought aspire can do. I may have to try the free copy and see what I can do with aspire-- Thanks for the input!
