Milling open-cell foam

I'd like to cut circles into cheap, soft foam to be used as mailing packaging. Has anyone tried that? What bits did you use?

I just picked up some medium density open cell foam. I have not tried anything yet but was thinking the normal bit I use 1 and 2 flute upcut and just slow them down a little.
