VCarve works fine for clipart. The latest version, 8.5, even includes an integrated clipart tab.

V Carve of Paradise Box
I made the Paradise Box out of maple as a Christmas gift for my mother. The top of the box measures about 9x12 after the profile cut. To get a piece that size, I glued two boards together beforehand. Just to update, I never did figure out the cause of this. To play it safe, I now always move to 0,0,0 before loading the file, then I always use the mouse to click Run. I'm thinking some of the keyboard shortcuts were a little undertested.

If you don't have a good way to measure the bit (and if you're using a ruler, I'm guessing you don't), do you have another bit you could use instead? Not in my area, I'm afraid. I'd recommend the first suggestion while you wait to see if anyone is close by to take you up on the second suggestion. This forum is also a good place for you and your instructor to ask questions if something he's learning doesn't make sense.
