I am looking for some materials.

First I remember reading about someone using a plastic that had a dark outside and a white inside.

Second I am looking for a good outdoor clear coat for wood. One that will hold up in the sun and rain.

Any recommendations would be greatly appreciated.

The Plastic might be ColorCore.

As for the Poly, look for a Marine Grade like Minwax Helmsman.

I’m guessing you are looking for 2 ply plastic…. Something that can be engraved, I would do a Google search under “two ply plastic”. As for outdoor finishing applications, there are a couple of things you can use, check out Rockler’s exterior finishes:

Or outdoor oil:

Both are good products! You could also use spar varnish, but the 450 probably has the best protection!
